Switch mode button missing from main outlook window

I am using outlook version 2309 build 16827.20150 and when I open a new message the switch mode (sun/moon) button is there. But in the main window there is no switch mode button for the email viewer. I have not found any place to add it other than a custom view group. Ok, I found it now actually below the ribbon in the message header.

But:

if I select a background other than black (like dark grey) then the reading pane is white regardless of what I do (never change background color box checked or unchecked is the same result). However with custom high contrast themes the reading pane does take on the dark background color. There must be a way to create a custom high contrast theme that looks like black mode but with a dark grey background and otherwise just like the black mode?
