Customize Actions checklist not working

When users try to add custom actions and check a box (for example "Share to Teams" or "Send to OneNote"), the "Message Surface" preview shows the icons you have selected, but when you save your changes and close settings, the actual little custom actions ribbon still only shows the default Emoji, Reply, Reply-all, and Forward. This feature stopped working about a week or two ago seemingly.

**As a side note... if you deselect reply for example, it WILL affect the ribbon. Or if I check delete, it WILL add that to the ribbon. It seems to be just add-on type actions that won't work when checked.

    Oddly enough, over the weekend the icons auto-magically reappeared for ALL our users. I can only assume something has changed on the 365 end as the feature was only down for us for a week or so.
