Delivery has failed to these recipients or groups:

@office.com (@office.com)Your message wasn't delivered. Despite repeated attempts to deliver your message, the recipient's email system refused to accept a connection from your email system.

Contact the recipient by some other means (by phone, for example) and ask them to tell their email admin that it appears that their email system is refusing connections from your email server. Give them the error details shown below. It's likely that the recipient's email admin is the only one who can fix this problem.

For Email Admins
No connection could be made because the target computer actively refused it. This usually results from trying to connect to a service that is inactive on the remote host - that is, one with no server application running. For more information and tips to fix this issue see this article:

    Hello

    Thanks for the response.

Have you tried switching back to classic outlook?

New outlook is still under preview and expected to have new or known issues.

    Hello ArneGarvander3,

Thank you for posting in Microsoft Community.

I understand that encountering email delivery issues can be incredibly frustrating. It seems that your message to ******@office.com encountered a connection refusal from their email system. Despite your repeated attempts, the recipient’s server declined to accept the connection from your email server.  Just to set your expectations, we have limited tools to check your account, subscription, and service details in the community. Let me do my best to help you.

    Let me ask you this:

    • May I know how do you access your emails? is it through Outlook.com (web)? Outlook application (included in Microsoft 365 subscription)? New Outlook for Windows? Classic Outlook for Windows (Windows Mail app)? Outlook application for mobiles?
    • May I know what email configuration is your email account in Outlook? is it POP/IMAP? Or Microsoft Exchange?
    • Is this happening to all your recipients domain or specific?
    • Have you made a test email on webmail?
    • What changes made before this issue happened?
    • May I know if the account is for Work/School use? or Personal (Hotmail/Outlook.com) use?

I would like to inform you that the new outlook is still under development and is expected to have known or new issues. In the meantime, we recommend switching to the classic version to see if it works, so we encourage you to send feedback to our Microsoft development team. Contact support and provide feedback in new Outlook for Windows - Microsoft Support

     I recommend the following steps:

    1. Contact the Recipient: Reach out to the recipient through an alternative means (such as phone) and inform them about the delivery failure. Ask them to notify their email administrator about the issue.
    2. Error Details: Share the error details provided below with the recipient’s email admin. This information will help them diagnose and address the problem effectively.

Let me know any further concerns so I can help more!
