It's possible that an issue with the generation of the .ics file could be causing the problem with syncing your Outlook calendar to Google Calendar.
You should consider exporting the calendar data again from Outlook to see if the issue persists with a new .ics file.
Additionally, make sure you have the latest updates installed for Outlook.
