    1. I use corporate 365 mail
    2. Yes and on two different computers. No luck
    3. Yes
    4. I am one of the admins. We didn't change anything. I rechecked and there are one default policy, and inbox rules are checked as enabled.
    5. Ok. I opened ticket and will tell the result here.

    Thank You

    Hello Roman Jakhiashvili1,

    Greetings!

Thank you for posting on Microsoft Community!

For your concerned issue regarding the missing rules and signature options in Outlook web mail, may I confirm the following with you:

    1. What type of mailbox are you using on the Outlook web mail? (Microsoft 365 Business subscription Exchange mailbox or Outlook.com/Hotmail, etc.?)
    2. Have you tried to access the Web mail in different browsers? e.g. Google Chrome, Edge or Firefox?
    3. Did you try to access Outlook web mail with this address: https://outlook.office365.com/?
    4. It should be possible that your admin disable Inbox rule for OWA/new Outlook for windows by create OWA policy View or configure Outlook on the web mailbox policy properties in Exchange Online | Microsoft Learn, so kindly check with admin once.
    5. if no policy applied by admin, there is also a possibility that your mailbox may have back-end database issue. If you have your Microsoft 365 global admin credential, you can also submit a ticket to Microsoft support team. They have more permissions and resources to help you check remotely:
    6. Go to the admin center at https://admin.microsoft.com. If you get a message that says you don't have permission to access this page or perform this action, you aren't an admin. For more information, see Who has admin permissions in my business?.
    7. On the bottom right side of the page, select Help & support.
    8. Type a question or keyword into the text box. If you get a drop-down list, select the one closest to your question, or continue typing your question, then press Enter.
    9. If the results don't help, at the bottom, select Contact Support.
    10. Enter a description of your issue, confirm your contact number and email address, select your preferred contact method, and then select Contact me. The expected wait time is indicated in the Contact support pane.

If the above mentioned information could not address your concern, feel free to reply and provide more information (screenshots with masked privated information) to us. We will continue to support you!
