how to create a file and run it without "the process can't access the file" exception?

The error message state that you're trying to access a file, and it's not accessible because another process (or even the same process) is doing something with it (and it didn't allow any sharing).
And Viorel-1 also provided a suggestion that close all of the streams and programs that were used to create this file.
