I need to double check your question, are you unable to log into your outlook account in your browser? Trying a different browser does the same thing not work?
If you are able to log in to your Microsoft account at the link I provided above(https://account.microsoft.com/), you should be able to log in to the web version of outlook using the same account information.( https://outlook.live.com/)
I suggest that you also update your browser to the latest version, as this may be due to the new authentication implemented by Microsoft.
