Question from another forum: Could debug a application and test it but could not publish it to make an install file

I thought it might have been a VB code issue but it might be a VS setup issue that makes it not possible to publish install file.

    You can try to create a new project and publish it to check whether it will fail.
    Based on the information you uploaded, you can try to modify the name of the project, and then try to build and publish.
