Unable to install print nightmare

I have downloaded the July 7th 2021 print nightmare patch for windows7
When I try to install it I get a popup error dialog box with the message
"Windows Module Installer must be updated before you can install the package"

When I click on the link in the dialog I am taken to a web page with the following resolution steps for the issue


Resolution
To resolve this problem, use Windows Update to update the Windows Modules Installer or the servicing stack. Or, download the updates that are listed in the following table from the Microsoft Download Center.

When I click on the KB Number 2533552 link I get a file not available error from the down load page

The Windows 7 x64 Ultimate System has had all recurred and recommend patched installed

    Windows 7 is end of support since January 14, 2020.
    After January 14, 2020, if you haven’t buy Windows 7 Extended Security Updates (ESU), the computer will no longer receive security updates.
    Have you buy Windows ESU form Volume Licensing Service Center (VLSC) or Cloud Solution Providers (CSPs)?

    Once you have bought ESU, follow the guide here to Obtain Extended Security Updates for eligible Windows devices
