How to allow normal users to change their display name with Office365 for organization?

I am the admin of my organization for Office365. Actually, I can manage every account. However, if I have some case, which user would like to their display name by themselves.

How can I config it?

    You may allow the privilege of users on changing the display name by their own by the following steps

    1. Access exchange admin center from office 365 portal using your account. (Switch to classic admin center, if you are not there).
    2. Click permissions > click user roles >
    3. Edit the default role assignment policy and make necessary changes in the following section

      If you need to change this privileges for selected users, create a new policy and assign to the selected users

    First, I have seen the default role in user role as your mention. It already enabled to change their display name (in default role) but they still cannot change their display name.
    Moreover, I do not know why I cannot assign user roles to specific users, maybe there are some problems in user roles (for admin roles, it is work fine).

    I have the attached pictures below. Please help, thank you very much again

    I try it by login as normal user via http://outlook.office.com/ecp/PersonalSettings/Editaccount.aspx
    It is work fine.

    You may assign the role assignment policy to the user as below:
    In EAC > click recipients > click mailboxes > double click the mailbox, click mailbox feature > select the policy under role assignment policy
