We're planning on moving our machines to a new update ring with an enforced deadline/grace period

Some of the machines that will be switching have had updates pending for install for weeks/months. The users just have not restarted the machines for them to install.

From this page https://learn.microsoft.com/en-us/windows/deployment/update/wufb-compliancedeadlines ""For feature updates, the deadline and grace period start their countdown from the time of a pending restart after the installation is complete.""

When we switch them to the new update ring policy with a deadline/grace period enabled, will it start the deadline countdown for those pending updates at the time of the new update ring policy being applied?

Or will it count the existing time that the update has been pending as the countdown timer for the deadline instead, causing the machines that have had pending updates for months to immediately restart (since the deadline is only a few days).

I believe it will switch them (I can't see it documented), but to be sure, I would definitely recommend that you create a test ring with those settings and assign it to a group with a small amount of devices to confirm the behavior (and post your answer here)
