Cannot create a resource- Cisco Firepower Management Center (FMCv)

When attempting to setup resource- Cisco Firepower Management Center (FMCv)- I keep getting looped to setup a free account. I setup Pay as Go- and it listed. As soon as I go to create a VM- resource and I get looped into setting up a free trial account.
