Best way to perform CI/CD using a git repo and Azure Devops for SQL Server schema changes?

e are looking for the best way, whether cheapest or easiest or most reliable & robust, to do CI/CD with Azure Devops using a git repo.

We currently have some Redgate tools, SQL Change Automation, SQL Source Control, and SQL Compare, that we are looking at using for this purpose but a) it's costly and b) it's somewhat convoluted and finicky to setup.

Any help and advice would be most appreciated.

N.B. We have SQL 2019 installed on Azure VMs right now but will be looking to migrate to Azure SQL Database, or Azure SQL Managed Instance in the not-too-distant future.
