Would SQL Server Express be HIPPA Compliant when connecting to a Cloud Hosted Application?

Is it HIPPA compliant to connect a 365 Power App to a local SQL server running SQL Server Express 2019?

Are there certain exceptions or specific policies or guidelines we should be aware of when creating this type of connection?
