how do I change default line spacing for emails - replays and new emails

I tried to define spacing on a blank mail - changed spacing, defined it as default, and saved it before I closed it, but it does not work
I'm using Microsoft Outlook 365 (enterprise version)

    thank you for your detailed answer. I have done all those steps before I post the inquiry and have done it again with no results.

    confusion here is within settings, when you set up default email and chose formatting with no space it is being overwritten by settings you wrote about.
