As I know, healthy .pst files should be able to be exported or imported normally between different versions of Outlook desktop clients.

According to your description, I noticed that you have already installed Office 2019 on your device. So, have you removed the Office 2007? Or you are running Office2007 coexisted with Office2019?
Based on my experience, the existed old Outlook profiles might encounter errors when using in the new-version Outlook. In order to prevent possible issues, I would suggest you to try creating and using a new Outlook profile after installing Outlook 2019. Here is some steps I can thought of, please check if they could help:
1.What's the type of your account that configured on your Outlook 2007 client? If the account type you configured is IMAP or POP, in order to ensure data security, it is recommended that you could synchronize the contents of the mailbox to the web mail or back up through exporting .pst file;
2.Create a new profile(File > Office Account > About Outlook) on the new Outlook 2019 and manually reconfigure your account;
3.If necessary, import the original backup data file.
