For Exchange Online worldwide endpoints:
instead of use of domains and names for example ( *office.com , outlook.office.com) can we use Ip address only?

It's recommended to use the URLs, as IP ranges can change at any time.
Outlook.office.com is pointed to an IP ranges rather than a static IP address. So, you cannot use a IP address to replace the FQDN. If my understanding is wrong, please point out and provide detailed information so that we can provide further solutions.
