I am using a personal account.
Even when I have reset my password, it has not logged out the account on all devices.

I understand that you want to log out of your account from all your devices and that this is causing you distress, I understand how you feel.
You can log out of your account from all locations. If you think someone may have unauthorised access to your account, you can provide protection by logging you out from a trusted device.
Sign in to your Microsoft account,Security > Advanced Security Options > Logout from All Locations

In addition,you can increase the security of your account by using the Microsoft Authenticator app, which helps you log in to your account using dual authentication. For more information, please refer to the following link: Sign in using Microsoft Authenticator - Microsoft Support

Based on your description: How to do a forced log out on all devices? I would like to cooperate with you working on this case. To clarify this case, would you please help to collect following information for further investigation?
For my suggestion, if you think your Microsoft account has been hacked, you may check this article as reference How to recover a hacked or compromised Microsoft account. As you have updated the password, please also try to enable two-step verification to enhance security for your account. Sign in to your work or school account using your two-step verification method.
If you are using Microsoft 365 or a Business account(@xxx.onmicrosoft.com/@domain.com), please go to Application and Device page to sign out all the devices. For web browsers, you can go to thisPageto log out all your sessions to sign in with new password again if needed. You may also contact your Microsoft 365 admin and check your account from Microsoft 365 Admin Center>Active User. Then have the permission to click Sign out all sessionsfor your account from backend side directly.
