SharePoint Online storage limit for each user

Reading documentations, I see that the global limit for SharePoint Online is 1 TB + 10 GB per user.... I understand this is independently on the number of sites.
The point is that suppose I have 100 users and one of them uploads stupid videos of 100 GB each one.... then if that user upload for example 20 videos it means that (assuming my organization has 10 users) the entire organization will get out of storage for that stupid user?

I would like to know if there is a way to restrict ON A PER USER BASIS the quota (for the entire SharePoint online). That is, "each user cannot upload to SharePoint online more than 100 GBs in files, independently on the site that user uploads that file".

Is it possible?
I doubt since imagine that a user can easily share a folder with the AnyoneCanEdit permission and anyone can upload files there.

    1. Max storage per site (site collection) is 25 TB (Please note that this is a site limit, not a tenant limit). Please see "SharePoint limits" to learn about the service limits in SharePoint for Microsoft 365.
    2. Per my knowledge, there is no option to have restriction on the quota for a user in the entire SharePoint online.
    3. You could control how things in the site can be shared through setting site sharing settings.

    No, there isn't, if you dont want users to upload files or impose restrictions, you can configure a workflow or adjust their permissions. And you can of course monitor the usage, or impose per-site (collection) limits as needed.
