Yes, server 2019 KMS host key can be used to activate windows 10 clients.

There is no need to add separate KMS keys , one KMS Host key (CSVLKs) should be installed on the AD forest, and client keys (GVLKs) should be installed on the client products

If you are converting a computer from a KMS host, MAK, or retail edition of Windows to a KMS client, then you need to install the applicable setup key.
Only in this case need to add client keys.
