Dear Ryan,
Good day! Thank you for posting to Microsoft Community. We are happy to help you.
I did some research on your issue; I found it is actually a Windows issue but not Outlook issue. And there are some posts which mentioned solutions for this, I hope it can help you:
1.Set compatibility to Windows 8
2.Repair system files with sfc command:
Search for "Command Prompt" in the search bar, then right-click it and select "Run as administrator". After opening the command prompt, enter the following command:
DISM /Online /Cleanup-Image /RestoreHealth
The command above can help you download the necessary files for repair. Then, enter:
sfc /scannow
This command scans for corrupted system files. You might need to wait a little bit longer at a certain stage (around 69%). This is normal. Please wait patiently for the scan to complete.
3.Repair system with iso file:
Download the Windows installation iso file first. Then, decompress the iso file. Open the folder from the decompressed files. You should see a setup.exe file. Open it. Follow the instructions to install Windows. There should be an option allowing you to keep your personal files and apps. That option is for repairing Windows, though it is very similar to reinstalling Windows, but it is not. However, I still recommend you to backup important files.
Here are the links to download Windows installation iso files:
Windows 11:

Windows 10:

If repairing the system doesn't work, there might be something wrong with your PC's hardware.
