you need to find "Microsoft Information Protection API" in the list of Enterprise Apps within Microsoft Entra Admin Center
The application ID should be: 40775b29-2688-46b6-a3b5-b256bd04df9f
My attempts to fix this had gotten as far as clicking around in the Entra Admin Center/App permissions but had not done what the video suggested until I saw Nathan's post and video
