How would I go about creating a custom Input Method Editor (similar to Pinyin) for Windows 10/11?

I need to create an Input Method Editor for a language which doesn't work well on a standard MSKLC keyboard layout. How would I go about doing this on Windows 10/11?
I would love to have some working samples, if anyone can provide me with some. I do not understand the official Microsoft documentation, and I'm not really good with this kind of stuff. All existing samples do not work under Windows 10, only Windows 8.
I'm looking for a similar setup to Microsoft Pinyin, where I enter the romanization and I'm presented with the possible options to select.

    Hi,
    Microsoft has published a set of guidelines for implementing IMEs and has notes about third-party IMEs. They have also published [a sample IME.
