Classic site document library document menu item "Open" does nothing when clicked, but works 1 time on fresh page in IE

Hello all, I have a user who claims the "Open" link on the document menu suddenly stopped opening files in the client app, upon investigating this, sure enough nothing happens when clicked, although it should open in the client. The open behavior is set to default (open in the client app)

I tried Chrome and Edge, same result. When I access the site using IE the Open link link works one time then works no more, if I refresh the page it works one more time then stops and so on.

Typically I never use that option to open documents and most of the sites I work with are modern sites but on all the classic sites I tested the feature no longer works? is there any information on this?

I could also reproduce this issue on my tenant. Exactly the same as your description. I suppose this is not a expected behavior in SharePoint Online and there may be somthing wrong in the backend which is controlled by Microsoft and we don't have access to. I will keep focusing on this issue and give you instant update if there is any progress.
Also, you can new a service request in Microsoft 365 admin center to confirm this issue with Microsoft.
