As you can see in the question title What does mean "Language" for an update in WSUS? For example English language or Spanish? What is the goal of choosing a language for the updates?

    In update files and languages, language means the language for updates. If there are some machines installed some Microsoft products in other language version(such as English, Spanish), WSUS server will provide updates for those languages.

    Language Pack is not a patch, it is a feature. If it is not installed there, the package will be reported as Needed, and will be installed if approved.

    If you do not need them, just decline them.

    In addition, under Production, you may have Language pack selected, so your received language pack.
