If I use hotmail.com or live.com it doesn't work.

i don't know what is this nonsense again, but even when I sign into hotmail, then I come back to it a little later in the same browser window it keeps saying it can not let me in, try later. then later nothing happens just this message. I have to close the browser, sign in again and then it works.
Same issue when using brave or firefox. This is just so annoying, and unfortunatelly I am too old to remember a time when things actually used to work, when people at Microsoft were good at what they were doing. These times are gone...

I'm having the same probelm and I had delete the cookies for live.com more than one now and it happens every time after I close the tab so I don't think it is a brower issue
I think it is live.com(hotmail) issue on Microsoft end as it does it on Microsoft Edge too
But It work fine on outlook mobile app
You literally telling us TO ACCEPT THIRD PARTY COOKIES to solve this issue.. this is A JOKE!!!!!

Since I can only provide official support for Microsoft Edge, I recommend continuing to use Edge for now, especially as Karl mentioned it worked successfully there. However, I understand you'd like to resolve this in Chrome as well, so here are a few suggestions you can try in Chrome:
Settings > Privacy and security > Cookies and other site data > See all site data and permissions. outlook.live.com and login.live.com, then remove them. outlook.live.com to Cookies list) >> Go to Settings > Privacy and security > Cookies and other site data. outlook.live.com to the “Sites that can always use cookies” list.chrome://extensions/, then refresh the Outlook page and try signing in again.Ctrl + Shift + N to open an Incognito window. If the issue continues in Chrome after trying these steps, I recommend reaching out to the Chrome support team for more targeted help.

Can you advise how to fix this problem on Chrome please? The same thing keeps happening for me.
