It is suggested the affected user to send email to the Microsoft 365 group and observe if it works properly.
According to the error message, this error (NDR code: 5.7.708) can happen when you are trying out a Microsoft 365 trial tenant. If you receive this error before you can purchase licenses, contact support to request an exception for the low reputation IP address until you're able to purchase licenses. For more information, please refer to this article.

Also please understand that my exhange online works fine and emails between internal and external users works just fine.

@Sharon Zhao-MSFT I am sorry but don't you find this amazing, that only Planner's comments do not work. Other exchange activity works, like emails. Also in Planner I can create and transfer tasks.
Nailed it! Our workstations had wrong time zone in Windows.
Damn, fixing time zone did not solve the problem, it only looked better at the restart. Still suffering from this.
@Sharon Zhao-MSFT can this happen with M365 trial? I have the M365 deleloper tenant.

I cannot give you a conclusion because I don't find the related official document. Meanwhile, I have no such environment to test your scenario. So, the suggested method, as you know, is to open a service request in Microsoft 365 admin center.

Okay I probably got this. I created MS support ticket via M365 portal, got excelent support from USA within a hour and they ran some analystic tools against by domain, and fixed the problem. I am very suprised, positivly.

I already did in the previous post, m365 ran some diagnostic tool against my domain name. Dont have anymore details, it is their internal solution.

Do you try to add comments in Microsoft Planner?

Still fighting with this. Since this is M365 developer tenant, and only Teams comments are affected by the email delivery, can this has something to do with limitation of developer tenant?
@Sharon Zhao-MSFT thanks for help, Exhange Online is in use, and I just tested between users inside and outside the organization, that emails (sent 5 of them inside 10 minutes) works fine and delivers everythere, so the problem is really limited only to a Teams - Planner - comments.
and none of other possible reason apply to my case.
We are facing the exact same problem with Planner comments. Everything else works normally.
I must say I also find it amazing hahaha
@Guilherme de Freitas hi, do you refer to a full production enviroment? Not a lab or a developer? One possible way is to try to open Azure ticket from a portal, using New Support Request. The email adress where it fails to deliver, is actually Teams site adress, not a real person's email, right?
