In Azure SQL Backup how do i create the account "NT SERVICE\AzureWLBackupPluginSvc"

Hello.
I am setting up a new Azure system. I have a windows 2019 VM with my own SQL 2019 installed. When I go into the Azure Backup Center the discovery fails because the account "NT SERVICE\AzureWLBackupPluginSvc" is missing. When I try to add the account to SQL I am told the account does not exist. This account is supposed to be created in the provisioning stage but it was not. The account "NT Service\System" has Sysadmin permissions.
I have removed and added the Extension.
I have re registered and un registered the service.
I have scanned and re added the DB several times.
Any thoughts would help.

Is this backup of SQL managed instance or SQL Server Backup in Azure VMs?
