Processes in Microsoft 365 for setting up Office apps, redeeming product keys, and activating licenses.
If you are getting the same error message, then it appears that the add-in is attempting to access an object that your operating system does not have available.
Windows 7 64 bit version stores the various object libraries it uses in a different place from the 32 bit version and some of the old 32 bit object libraries are not registered by default. My guess is that this application uses one of the older 32 bit object libraries and that has not been registered on your system.
You need to ask the University's IT support which object libraries their application attempts to call. It should then be possible to locate that library and register it.
If I had to make a guess at which library it was then I would have to suggest mscomct2.ocx (Microsoft Windows Common Controls (SP6)). or possibly MSCOMCTL.OCX. Instructions for fixing the former are at http://www.gmayor.com/popup_calendar.htm
The same instructions would apply to the other OCX file albeit the filename is different.
