In Word 2010, I want to usea dropdown menu that will work when the document is not protected from editing. Is there a way to activate and deactivate a form control without restricting editing to filling in forms?

Content controls require that the document is unprotected, but the control itself has a property which can be set to prevent its deletion. Do not mix content controls and legacy controls in the same document.

Thanks, this is very helpful. I did try using the new controls, but got the same issue and found nothing in Help. Do you know a reference to a step-by-step process for this?

You can't do that with the legacy forms dropdown - it will only work when the document is protected for forms. But you can use an ActiveX combo box or the new content control combo box.
