Move,copy, insert worksheet is grayed out.

I have an Excel 2007 workbook with multiple worksheets; however, the move,copy, insert worksheet is grayed out.  I saw a  prior post about worksheet protection.  I verified the worksheet/book are not protected any other suggestions.  I noticed in Windows Explorer over the icon for the file there is an "!" and it states the it's a maco enabled workbook.  No macros written.  This is not my worksheet I'm only trying to edit it.  The author is no longer employed with us. Thanks

Only with this sheet; however, I think we figured it out.  While it looks like the sheet/book is not protected it you enter a password as if you are protecting it, the security comes off.
