Why are graphs locked in shared document, but users can still enter new data?

In my Excel spreadsheet, I can enter new data, but I cannot insert a new graph or edit old graphs. In fact, I cannot "insert" anything. I am still able to enter text though. Why is this happening? I recently "shared" this workbook. Does this have anything to do with it? Is there a setting you have to change?
