format control for horizontal scroll bar

I am using a horizontal scroll bar to change the year of a cell.  The problem is all of the sudden clicking on either the left or right buttons runs off a number of consecutive changes if the mouse hovers over the button for any time.  The format control for incremental change is set 1 and page change is set to 0.

It used to work fine.  What could be causing this?  Is there something in the mouse click control that I need to check?

    Check linking the cell once again or try using an extrenal mouse.

    Check in an sample file using an form control and see if it happens the same

    Note: - The steps hold good to excel 2003 also

    Check the linking of the cell once again or try using an external mouse if it helps.

    You may create a new (Test) file using the form control and verify if it the issue persists.
