I have this same problem all the time. I use Windows 7 Professional with Word & Excel 2010. Help!

In Excel 2010, when I make a selection and do CTRL+C, the rotating dotted lines appear around the selection to show that it has been copied. But, if I use the arrow keys to move to the destination location to paste the contents, as soon as I arrow away from the original selection, the dotted lines disappear. When I get to the destination location and do CTRL+V, a screenshot image is pasted into the spreadsheet instead..
If I do the same thing except use the mouse to select a destination location instead of the arrow keys and then do CTRL+V, the contents are pasted as normal.
I haven't been able to find anything that addresses this type of a problem. Thanks. sd

Do you have this issue with a specific file or is it with all the excel files on the computer?
You may try opening the Excel files in Excel safe mode and check if it helps.
Click on Start > All Programs > Accessories > Run > Excel /safe and hit on Enter.
Note: There is space between Excel and (/) slash.
