I think this is a Sync Client problem, but anyway try this
(*BACKUP*) PLEASE, your REGISTRY Also
- Close outlook completely (or reboot and don't open it)
- Backup your systems registry
- open regedit
- Goto "HKEY_CLASSES_ROOT\TypeLib{00062FFF-0000-0000-C000-000000000046}"
- Delete the and only THE Key "9.3" or just rename it
- close regedit
- reopen outlook.
