Assuming you do have a content control as you wrote in the subject line, and not a dropdown form field from the Legacy Controls button:

Content controls don't require any kind of locking or protection to operate, the way form fields do. You just click the down arrow on the right side of the control, and the list opens for selecting an item.

If you want the equivalent of forms protection -- so that only the content controls can be changed -- select the whole document, click the Group button on the right side of the Controls group, and choose Group from the menu.

If you really do have a dropdown form field from the Legacy Controls button, you can add the Lock button to the Quick Access Toolbar by going to the Customize dialog and choosing the category "Commands Not in the Ribbon". Note that forms protection and the newer content controls sometimes don't play nicely together.
