Excel worksheet missing data when downloaded

One user downloading a report from a website is missing around 3,000 rows from the spreadsheet every time he downloads the report.  No other users have this issue, so I believe it to be related to the users configuration.  All users are using Excel 2007, Windows XP, IE6 and saving the report in Excel 97-2003 format.  Is there any setting on the users machine that could cause this to happen?

Check if you are able to download and view the report properly in Windows Clean-boot. To enable Clean-boot in Windows XP, refer to the link given below:

Note: all non-Microsoft services (including the security software) are disabled in Clean-boot. Enable clean-boot at your own risk.

Once the troubleshooting is done in Clean-boot, ensure to enable Normal Start-up.

If you are able to view the Help content in Clean-boot then it may be blocked by a non-Microsoft service likely to be the anti-virus or the firewall software installed on the computer.
