Is there a way I can customize my own border?

For example, I have the border already, but everytime I move something into the same area, the border jumps, because it isn't an actual border.  So i was wondering if there's a way I can anchor my own border down so it won't move everytime i add a picture, text box...etc.

Word doesn't provide any facility for you to add borders - it only works with those that are part of the product.

You should, however, be able to "fake it" :-)

May we assume that the border you've made is a single graphic file? And have you positioned this file "Behind the text"?

If that's the case, then there's only one little thing you need to do. Select the graphic. In the Ribbon tab Picture Tools/Format, click the "Position" button in the Arrange group. From that list, choose More Layout Options. In the "picture position" tab there's a checkbox "Move with text". Make sure this is NOT activated.

Now the graphic should remain on the same position relative to the page.

What you will have to watch out for is that the paragraph to which the graphic is anchored doesn't move to another page. A graphic is always anchored to a paragraph - you can't "lock" a picture to any particular page. In order to see the anchor, make sure the option "Object Anchor" is activated in Word Options/Display; the anchor should appear in the left margin. If you don't see it, "wiggle" the graphic a bit and it should show up. You can drag the anchor to any paragraph, if it looks like the one to which it's anchored is going to move to a different page.

Note: If you want the border to appear on more than one page, you may want to insert it into the document Header region, so that it will repeat. In order to access that, Insert/Header & Footer. Click the "HEader" button, then choose "Edit Header". Now you can insert your graphic into this area (still formatted "Behind the text").
