Scatter plot visible order

I have a scatter plot that I want to change the visible order/priority of the output.  For my data, I am using the raw data with filler markers, and a limit box (from a data series) that intersects that data.  I want the limit box to be visible on top of the data markers.  Changing the order did not solve the problem.  Transparency or marker fill variations did not give me the look I want.

    Select graph > Click on ‘Layout’ tab > In the drop down in ‘current selection’ choose the required series > click on ‘Format selection’ > check ‘Secondary Axis’ in series Options and check if that helps.

    I uploaded a sample file at https://skydrive.live.com/#!/?cid=d730203f008d35b1&sc=documents&nl=1&uc=1&id=D730203F008D35B1!127 (I haven't done this before; please let me know if you cannot access it).  In this example, I would like series 2 to be viewed over series 1.  How do I do this without changing the appearance (transparency or fill) of series 1?
