In the Language section of the Review tab of the Ribbon, when you pulldown the Translate button, is the Mini Translator [Language] button highlighted with the desired language displayed inside the [ ]

To set the required language, click on Choose Translation Language from the pulldown.

-- Hope this helps.

I am having this problem as well in Office 2010 on a Windows 7 system.  The mini translator is turned on, but hovering a word or highlighted phrase in Outlook or Word does not bring up the mini translator.

Can't seem to find any info on this online.  Can you help?

Thanks for your help , but that does not work. Looks as if it is my operation system; Windows Vista, that is causing this problem.
