The administrator account is prompted with insufficient permissions

I'm already an administrator account. Why do some security settings still prevent me from changing and tell me that I need administrator rights?

    According to our screenshot, the setting is managed by administrator.

    May I know whether our computer is domain joined or not? If domain joined, we could kindly check whether the following policy is applied on our computer:
    Computer Configuration/Administrative Templates/Windows Components/File Explorer/Configure Windows Defender SmartScreen

    To check about the group policy applied, we could run the following command (Please run CMD as administrator):

    gpresult /h C:\report.html

    Thank you so much for your kindly reply.

    Based on my understanding when we tried to enable Check apps and files, it told us that the administrator right would be needed.

    I checked it in my lab. When I tried to enable Check apps and files, it will pop up that an admin user name and password will be needed. When I entered the credentials, it will be able to make the change.

    So it is normal for the administrator credentials when we make the change since it is the same in my lab. Since we are the administrator account, we could enter this account and password, then it should be okay to make the change.
