Cell formatting does not move with Sorting

Is there a way to make the formatting of a cell stay with that cell when i sort a list of data?

IE:  I have a price list that has item number, description, cost, and minimum pack.  If I BOLD and BOLD OUTLINE the prices that have changed, then sort them by item number, the BOLD and BOLD OUTLINE stay in the actual cells, but the data moves to where it should be in the sort.   This never happened in previous versions.....

Any ideas?  I looked for a setting but could not find anything.

In my experience, in all versions, borders stay put but Bold travels with the cell.

    Just tested in 2003, 2007 and 2010.

Only if the border formatting was caused by conditional formatting based on the cell's value then I would expect it to travel with the cell.
