For a notebook synced to SkyDrive. Some of the sections have the following:

Under the Errors Tab:

OneNote cannot sync this section because it is read-only or access to the file is denied. (Error code: 0xE000004A)

In the section in a Orange bar with a Yield Sign:

This section contains changes that cannot be synced because access to the section file is denied. Correct the file permissions or save your copy of this section elsewhere.

How can I repair the notebook, to sync?

The issue was being signed into two Live ID accounts.  Creating a new notebook displayed the issue by placing it in the second Live ID SkyDrive not the account that was having the notebook sync issue.

By removing the second Live ID from the credential manager and restarting, I was able to sync my notebook again.

While not the same exact error, this post put me on the right track.

    Check the file permission for the file on your skydrive.

    If its correct, try to add the notebook again to skydrive
