I encountered the same problem and am unable to restrict access.  I can add the icons to the quick toolbar, but that is a far as they go and there is no functionality beyond that.  Is there a difference in this functionality between Professional versions and Home and Student versions as I am using a Home version?

It is not grayed out. It is completely not there. However, I am able to find it in the excel options, under "all commands" . so when I add the command " restrict permission: into the Quick toolbar. It can be found at the Quick toolbar on my excel spreadsheet window. However, I am still not able to use that command. I tried clicking on it ("restricted accesss") , nothing happen (no wizard etc). i tried to click on the "managing credentials" too, nothing happen.

What's going on? Mine is a licensed Microsoft windows (Home version). Please help asap!

As you said ‘Restricted Permissions’ are under Office button > Prepare.

What happens when you try to use this function? Is it grayed out?

Provide more information on the issue.

Refer the article below which explains about restricted permissions in Excel 2007:
