Is onenote 2010 programable through visual basic or infopath?

The issue is I have a pst that was exported to a network resource.  I need it stored on a network resource for safe keeping. I would like to use OneNote 2010 for a chain of "evidence" repository.  Meaning I need to store documents, email and a occasional pst file for various reasons and then may need to present the information.   I have multiple notebooks with some of the information spanning several notebooks.  Including the pst file.  However the pst file can be a very large file so, storage on the network is a issue.  What I need is that pst file to be part of each of the onenote notebooks or at least each one that it needs to be linked.  Now occasionally I need to download a notebook to a usb stick for a presentation.  The notebook needs to be fully active.  That means I will need the pst file available to open in that downloaded notebook. At the same time I still need that pst file to remain in its network location for any of the other notebooks that may need it in the future.

I am not a programmer and I am relatively new to using OneNote but, I really like what it can do and hopefully will be able to do.  Any questions please let me know.  Thanks

That reference is all about Visual Studio. Isn't there a way to interact with OneNote with VBA from inside Access, like one can interact with the other MS Office components?

Taking a look at the link it seems that I could do some importing and exporting to onenote but, will it still leave a copy out on the network and be accessible on the downloaded copy?  Thank you for your input.  I really do appreciate the responses.
