Where is the stationary frame of reference centered for the Hololens 2

I was reading about the stationary frame of reference for seated style experiences for the Hololens 2. I was wondering if the origin is generated at the Centre of the users head, or the center of the screen. I also wanted to know if it is possible through something such as unity to set the stationary frame of reference as an external stationary object? (such as a QR code mounted somewhere in a room) I am trying to create an offline application so azure spatial anchors may not be appropriate. (hence the QR code)

    The application defines the origin. Unity defaults the origin to the user's initial head position and orientation, but that's purely a convenient default. The application can set the origin to a QR code if that makes sense for the app.
