To clarify this issue, please check if we could configure this setting -'Sync your settings' manually. Based on my experience, the settings are greyed out.
And I also check this in an unenrolled device, it shows the same. If we couldn't configure this setting manually, I don't think we could force 'Sync your settings' via Intune.
Given this situation, it is suggested to contact windows support to confirm if this situation is by designed. Here is the support link:
