Lock Fields in a Word Document.

"I have to prepare a word document and make it available to vendors to just complete the blanks...in other words, let's say... this document is effective __________, 20 ___.  They would only be able to fill in the blanks and when they save the document, the lines go away

If not showing, show you "Developer" Tab.  Using the controls group insert a text content controls where your lines are.

Select the whole document again using the controls group, "group" the controls.

Viola.
