How do I create RULES for fillable forms?

I'm creating a fillable form, and I'd like to create rules for certain contents.  For instance, if a person doesn't fill in anything for question 1, they CANNOT go on to question 2.  We have staff that often print out this form and leave certain things BLANK.  I want to create an electronic, fillable form that has set rules for each question so that you must enter certain information before you can move on.  I can't find out how to do that for the life of me!

    See also  http://www.gmayor.com/ formfieldmacros.htm where you will find a macro solution that forces users to complete formfields, however as with any macro solution there is no way that you can force a user to employ it.
