Try registering the windows installer as given in the article below:-

Note:- the steps are similar to windows 7 also

    I also needed to relocate the OfficeSoftwareProtectionPlatform folder.

    In my case I had exactly the same error and none of the above solutions worked. Unfortunately I spent 6 hours trying to install office.

    I finally discovered that the problem was that I had a corrupted folder here: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Microsoft Office . I cut the corrupted folder and pasted somewhere else and it worked :D . Besides having that folder corrupted, it may also be a permissions problem so try to go to that folder and change folder and sub folders permissions.
